Get the COCO128 dataset and return a dataloader.

if True train dataset, otherwise test dataset
- batch_sizeint, default: 32
Batch size for the dataloader.

Number of workers for the dataloader.
- shufflebool, default: False
Whether to shuffle the dataset.
